THIS ALSO COMES UP THERE HAS BEEN A DISCUSSION AMONGST PUBLIC LIBRARIES IN NEW MEXICO ABOUT SHELFING OF DVDs. AND LOT OF LIBRARIES SHELF DVDs BASED ON A RATING SYSTEM. AND, THEN, CERTAIN DEPENDING ON YOUR AGE, YOU CAN CHECK OUT SOME DVDs AND NOT THE OTHERS. >> SO, THIS IS ANOTHER PLACE WHERES, IN MOST PLACES, MOST OF THE TIME, YOU WON'T BE SUED, RIGHT? LIKE NOBODY, NO PRECOCIOUS TEENAGER WILL CALL YOU OUT ON THIS, BUT, BUT IT IS COMESSTUTIONALLY PROBLEMATIC. A PERSON WHO IS 6 HAS THE AT THE SAME TIME RIGHTS AS A PERSON WHO IS 60. THE LIBRARY IS NOT AN APPROPRIATE PLACE TO LEAVE CHILDREN AND DEPENDENT ADULTS WITH AN OBVIOUS MEDICAL CONDITION THAT REQUIRES CLOSE MONITORING. DOES IT FIT THE MISSION? DOES IT BROADEN ACCESS? IS IT OBJECTIVE? OKAY, SO WE'VE GOT A LOT OF NOS ON BROADEN ACCESS. BECAUSE IT DOESN'T GIVE A -- IT LIMITS CHILDREN, RIGHT? THERE IS A LOT OF JUDGMENT INVOLVED IN WHO REQUIRES CHOSE MONITORING. -- CLOSE MONITORING. THERE'S NO AGE ATTACHED, LESLIE NOTES. SO, WITHOUT ANY SORT OF AGE ATTACHED, IT DOESN'T DEFINE WHICH CHILDREN CAN BE UNATTENDED, WHICH IS A REAL PROBLEM. NO ONE LIKES THIS POLICY VERY MUCH. >> YEAH, WHAT IS AN OBVIOUS MEDICAL CONDITION THAT REQUIRES CLOSE MONITOR, RIGHT? I'M WITH YOU GUYS. THIS IS TOUGH LANGUAGE. BUT, AGAIN, THIS CAN BE REALLY HARD, ESPECIALLY IN COMMUNITIES WHERE YOU KNOW EVERYONE BUT YOU REALLY NEED TO FIND AN AGE THAT MAKE IT A CONSENSUS AGE FOR YOUR LIBRARY BOARD AND STAKEHOLDERS FOR WHO CAN BE LEFT ALONE, HOW OLD THEIR SIBLING MUST BE IF THEY'RE THERE WITH A SIBLING TO WATCH THEM. BUT, THIS IS A REALLY TRICKY AREA THAT YOU WANT TO BE CAREFUL ON. AND YOU SHOULD ALSO HAVE SOME SORT OF GUIDANCE ON WHAT TO DO, FOR EXAMPLE, IF YOU FIND AN UNATTENDED CHILD AND MAYBE YOUR LIBRARY IS CLOSING. YOU NEVER, EVER WANT TO PUT THEM IN YOUR CAR AND DRIVE THEM HOME. SO HAVING LIKE A STEP-BY-STEP FOR HOW TO HANDLE UNATTENDED CHILDREN IS REALLY IMPORTANT. >> AND THIS IS ANOTHER PLACE WHERE IT BECOMES EXTREMELY IMPORTANT THAT YOU ARE KEEPING YOUR MISSION AS WELL AS YOUR MOTIVATIONS AND VALUES TOP OF MIND WHEN DRAFTING, AND REALLY INCLUDE A DIVERSITY OF STAKEHOLDERS AND DECISION MAKERS WHEN BE DRAFTED A CHILD OR VULNERABLE ADULT POLICY. IF YOU HAVE AN AGENCY, LIKE A RESIDENTIAL AGENCY WHO WORKS WITH INDIVIDUALS WHO ARE CONSIDERED VULNERABLE ADULTS, WORK WITH THEM SO THAT THE POLICY IS EMPATHETIC, IT IS OPEN, AND THAT IT ALSO HELPS KEEP THE SPACE SAFE FOR BOTH THE REST OF YOUR PATRONS, AS WELL AS FOR THOSE INDIVIDUALS WHO NEED ADDITIONAL CARE. IT CAN BE VERY HARD IF YOU KNOW THE CIRCUMSTANCE OF WORKING FAMILIES IN YOUR COMMUNITY TO SAY THAT THERE IS AN UNATTENDED CHILD POLICY WHERE A KID WHO IS 8 OR 9 CAN'T COME TO YOUR LIBRARY IF THEY HAVE NO OTHER MEANS. BECAUSE YOU KNOW THAT THEY NEED SERVICE. SO THIS IS, I THINK, ONE OF THE GUYEST AREAS AND I HOPE THAT YOU WILL LEAD WITH YOUR VALUES AND ETHICS, FIRST, AND ATTEMPT TO FIND THE BEST RECONCILIATION BETWEEN THE NEEDS OF YOUR STAFF AND LIABILITY AND THE NEEDS OF YOUR COMMUNITY.
