Library Endowments and Foundations - help in tough times

How do we leverage library endowments or foundations that were established when economic times were better to now buffer needs in those libraries that had the foresight to establish them? Or how can libraries carry a fund balance or contingency fund? What erosion do you think will result from this climate an do you think libraries will be forced to dip into donation funds that they’d hoped to use for more creative purposes?
