strategy for implementing new technologies

I am wracking my brain to remember where I heard/read an implementation strategy that I paraphrase badly as: "Research/review X new technologies; experiment with X new technologies; and implement one....
My keywords just don't seem good enough to track down the source or sources, so I thought I would try the knowledge-base of those who may be participating in this forum.

It was definitely out in the biblioblogoshpere, though whether I got it from it's primary source or from a secondary source, I don't recall. It may have been in the context of Learning 2.0 and their 23 things ( http://plcmclearning.blogspot.com/ ), but that is a guess.
Aside from wanting a more articulate version of the statement than I can come up with on my own, I really want to be able to offer proper attribution.

It could definitely be something I ran across in 5-weeks. I lurked there pretty regularly. But that is what I mean about my keywords not being good enough. All of my searches of the course blog and the wiki have not hit the nail on the head. Depending on how desperate I get, I may just have to do a systematic review of both sites.
I guess a direct approach would be one way to go--a comment on the blog that might get me some help, but before I say "Hey did one of you say this?" to the Five Weeks people, I am goint to keep on digging.
I'm a little more comfortable throwing out this sort of question to the WJ community than I am doing it in other contexts.... Sheila
