Certificate not working outside the server's network

I'm trying to implement a secure logon method and it is working on the network that the server is on, but not other networks (i.e. from home). It pulls up a blank page, and if you refresh you will get the lock icon in the browser's bottom bar, but upon opening it gives the error: "This type of document does not have a security certificate".
I've installed Certificate Services (Enterprise CA) on Windows Server 2003 (originally tried the Stand-alone CA which gave the same problem). On the server the root certificate shows up in Internet Options\Content\Certificates\Trusted Root Certification Authorities tab. Also on the server in IIS\website properties\Directory Security the certificate looks ok.
Anyone have any ideas?
