Norton does not complete scan

I posted this before but did not receive an answer: after our upgrade to Win2000 our previously functioning NAV scans worked. Now, we cannot get them to complete a scan. On all machines the scan goes to 99% and then hangs. Unfortunately, our tech support has expired with Gates Foundation and they were never able to resolve this issue either.
