Not seeing all .jpg and .pdf files

Not certain this is a software problem or not, but I feel like it probably is.
I'm the person City Hall calls when their machines go wonky. If I can't fix it, they actually have to *pay* someone.
They have one machine that has me stumped. Sometimes it will not show .jpg or .pdf files. It will show an image placeholder (the red X in a box), but nothing else. There doesn't seem to be any rhyme or reason to what it will or will not show. I've pulled up detailed .jpg files with no problem, while other small ones won't display.
Today, I opened up a .pdf with no problem on one of our library machines, even right clicking on the link to save it to our harddrive. The same file on their computer resulted in a red X in the browser, and Acrobat Reader did not open. When the link was right-clicked, it didn't offer "save target as" as an option. What am I missing here?

They're using MSIE. It's really baffling because some complex images come through just fine, while smaller images (such as the bullets in a bulleted list) don't work.

My only other suggestion is to look at make sure your version of DirectX is up to date.
We had a PC here do a similar thing (minus the PDF problem) and updating DirectX solved it.
You could also try a repair of IE?

Are you using Win2K? If so, there is an inherent problem having to do with permissions, fixable with a simple registry hack. I originally found the answer in MS knowledge base article Q263284, but that article doesn't seem available now. Here's what I do: Log on as an administrator. Run regedt32 (start/run...). Locate and highlight this key -- HKEY_LOCAL_MACHINE/software/microsoft/shared tools/graphics filters. On the Security menu, click permissions. On the Security tab, click to select the Allow Inheritable Permissions From Parent to Propagate to this Object check box, then click OK. Exit regedt32 and log in as a user to test. Also make sure your .jpg's are associated with Photo Editor (My computer/Tools/Folder Options/File Types tab).
