Windows Live Toolbar

When I logged onto one of our Gates computers today, in the "All" profile" the "Windows Live ToolBar Customization" window came up. And it kept popping up all day.
It does not show up in "Exec" profile. I went into Exec and reset the homepage to Google. I also unchecked the boxes for the Windows Live page to be used as the default homepage ont he Internet.
But that did not seemt o matter when I logged back into "All" it was still there.
How can I get rid of this window, and prevent it from popping up when a patron first goes onto the Internet?

Hi-
So first, I hope this popped up after you were updating or installing software. With the Centurion Guard on, this should never be able to happen, or it should go away at restart. If this just showed up for now reason then at least the CG is not working.
IE start page settings - like the other Internet Options are set at the user level, so making a change in exec, won't affect the public profiles. These are set separately via System Policy Editor. Instructions are in chapter 5 of the Easy Guide (here is a link to a pdf of it: http://data.webjunction.org/wj/documents/11970.pdf).
But for this particular issue, where there is a program, like a toolbar that is trying to initialize in the user account, the best thing to do is usually to remove the PAC Profile Restrictions, then go and log in as all and let the toolbar do it's thing. You might want to log out and back in an extra time to make sure it is done. Then replace the Profile Restrictions.

Now, I have another question.
Ont he Gates computers I am always receiving messages when I log in saying "your computer might be infected. . ." and "there are unused icons on your desktop".
Is the "Your computer mightr be infected. . ." one part of our antivirus program? We use COmputer Associates.
Or are they all part of a windows program?
Do you know where I go to remove them so they do not show up? And would I need to remove the Public Access restrictions to do so?
