What should one say to keep people from copying donated material to the genealogy department and putting the copied material in a book and selling it.
Is there a standard form stating a person cannot copy and sell this material? Then what recourse can be taken if it is copied and sold.

By "donated" do you mean the library now owns the copyright? If it has been assigned, the library can take legal action.

If not assigned, it is up to the copyright holder or his/her estate.

They might need a bit o' nudging, though.

Can the donor give the copyright to the library? I did not know that. Is that just signing a piece of paper stating that?

You'll likely want a local attorney to produce a form if you need to do this multiple times.
