CIPA and the Supreme Court decision
3:02 PM EDT 6/20/04
What are your thoughts about today's decision upholding CIPA? How can we plan to deal with this new situation?

I also have a request: WebJunction should assemble some materials and resources to support each other in the aftermath of this decision. Please send links to websites, and other content ideas, to content@webjunction.org.

Thanks!

Great idea, Joe!
If anybody does have these resources to share please do consider posting them to this board as well. At least until the Web Junction CIPA pages get up and running. If you just need a shoulder to cry on this could be a good resource as well. emoticon

I admit it; I'm crying. Yesterday's decision was a sad day for US libraries, in my opinion.

In part, as a friend put it, public libraries "took the king's shilling" when they accepted the e-rate discount. *Of course* politicians wanted the libraries to take an action they wouldn't necessarily choose otherwise.

I'd be interested to hear what kind of media experiences other libraries had this week: did library boards, directors, etc issue statements, or did everyone just wait for the press to arrive and then respond to questions? Since our director was at ALA the local press had to wait for any kind of interview. But today (Saturday!) another TV station arrived and she wasn't available - I drew the short straw and had to respond. Luckily the newspaper interview was in today's edition so I had something to draw from. It was difficult to remain neutral, though - I really could have said some things! The other staff members I've spoken to all agree - we felt physically sick when we heard this.

So am curious, phenley, what steps your library is going to take in response.

From Don Wood at ALA via the PUBLIB email list:

"The FCC has released a Public Notice concerning the implementation of

CIPA following the Supreme Court's decision last week ALA will be posting further details and a FAQ on implementation within a

few days at http://www.ala.org/cipa. A .pdf version of the document can

Hadn't heard. (That's what happens when you live 100 miles from cities.) As for us, the parents here are VERY HAPPY with the protection provied on the "Gates" computer we have here. In a town of under 500 year round residents I am looked to as a safe place for the kids. The adults have access to whatever they want. I do ask that they use discretion if children are in the building as we are in 1 room.

It's good to hear everyone that is posting their thoughts and comments here on this thorny issue. The like-minds and the info are comforting.

www.ala.org/cipa was just updated again and is still very likely the best place to stay up-to-date on the issue.

The Gates child profile has done a good job for us. Anyone under 13 is logged in under the child profile with no net access.

Age 13 - 18 are only allowed on two machines near our front desk. Not that we think they're going to get into a nasty web site, it's just they tend to irritate each other enough in front of us, there's no telling how they'd act out of our line of sight -- I fear for the machines more than bodily harm though.

Anyone over 18 can use the computers in the back (located there due to lack of space, not our choice).

So far, we've only had one incident, which involved someone who was not a patron of our library (they stopped to get directions) giving and adult URL to teens. The teens are regulars in the library, and immediately let me know what was up.

A few other situations were caused by typos and the like(similar to the infamous whitehouse.com versus whitehouse.gov), but this has been extremely rare.

Our library does not receive federal funds, so we're not going to filter. I'm 99% sure my library board would prefer to go without federal funds than to filter.

FYI:

I have updated my CIPA FAQ, both the full version and the 2p. lite version. I hope some folks find this helpful. It is at http://www.dpi.state.wi.us/dltcl/pld/cipafaq.html

Hey Bob, thanks for posting this update.

Everyone should check out the "Public Access Policies & Practice" forum for a moderated CIPA event, with guest facilitators Bob Bocher, Carson Block, Karen Schneider, and Gary Bortel, beginning on Monday - September 15, 2003.

ALA has just released a new toolkit, with updated CIPA information. This is from the press release:

ALA releases updated "Libraries & the Internet Toolkit"

The American Library Association (ALA) today released a revised and updated version of the popular "Libraries and the Internet Toolkit." The toolkit is the most recent addition to the resources available to assist libraries making decisions about Internet filtering in response to the requirements of

the Children's Internet Protection Act (CIPA). The new toolkit can be

found online at www.ala.org/oif/iftoolkits/internet or from the CIPA home page, www.ala.org/cipa.

Hope this is useful info!
