The mission of this Office is to ensure that the country can continue to "rely on clean, affordable energy from our traditional fuel resources." 

National Energy Technology Laboratory (NETL) http://www.netl.doe.gov/

NETL is the only U.S. national laboratory devoted to fossil fuel research.  The laboratory performs research and has expertise in "coal, natural gas, and oil technologies, contract and project management, analysis of energy systems, and international energy issues."
