THE SELF-REGULATING BODY OF THE FINANCIAL SERVICES INDUSTRY AND THEY DO THIS SURVEY EVERY THREE YEARS ON FINANCIAL CAPABILITY AND THEY ASK FIVE STANDARD QUESTIONS ON TO MEASURE INDIVIDUALS' FINANCIAL CAPABILITY. AND AS YOU SEE OR THIS CHART SHOWS YOU, THE PERCENTAGE OF INDIVIDUALS WHO ANSWER FOUR OR MORE OF THE QUESTIONS CORRECTLY HAVE BEEN STEADILY DECLINING SINCE 2009 WHEN THEY FIRST DID THE SURVEY AT 42% DOWN TO 30% IN 2015. THE MOST RECENT YEAR FOR THE SURVEY. SO THIS CHART IN AND OF ITSELF IS REALLY EXCELLENT REASON FOR THE NEED FOR FINANCIAL EDUCATION IN OUR COMMUNITIES. WE WANTED TO HEAR FROM THEM WHAT THEY'RE HEARING FROM CONSUMERS. THOSE PEOPLE WHO ARE WORKING DIRECTLY WITH VIEWERS. A COUPLE OF THE BIG LEARNINGS IS CONSUMERS MAY NOT KNOW WHERE TO TURN FOR UNBIASSED HELP WHEN FACING A FINANCIAL PROBLEM. WHEN THIS HAPPENS, THEY DON'T KNOW WHERE TO TURN AND THEY TEND TO PUT OFF SMALL THINGS AND AS WE ALL KNOW, WHEN YOU PUT OFF A SMALL THING, IT GROWS INTO A REALLY BIG PROBLEM. SO OUR CHALLENGE WAS, IN ORDER TO REACH LESS THAN A THIRD OF AMERICANS REPORTED HAVING BEEN OFFERED FINANCIAL EDUCATION, OUR CHALLENGE WAS TO FIND A HIGH IMPACT COMMUNITY FOCUSED FINANCIAL EDUCATION EFFORT AND WHAT WE NEEDED HERE OUT OF THIS IS WE WANTED A RESOURCE AVAILABLE IN EVERY COMMUNITY THAT ANY CONSUMER IN THAT COMMUNITY CAN GET FREE ACCESS TO THE INTERNET BECAUSE SO MUCH OF THE TOOLS AND RESOURCES ARE AVAILABLE ON LINE, WE WANTED TO FIND A PLACE THAT HAS UNBIASSED INFORMATION AND WE WANT CONSUMERS TO BE ABLE TO GO TO A SITE WHERE WE DON'T HAVE TO WORRY ABOUT THEM BEING MARKETED ANY PRODUCTS OR SERVICES. WE WANT A PLACE THAT HAD HELPFUL AND KNOWLEDGEABLE STAFF, INDIVIDUALS THAT KNOW HOW TO FIND THINGS AND ALSO, WE WANTED AN ORGANIZATION THAT HAD A HIGH DEGREE OF TRUST. AND LIBRARIES BECAME THE OBVIOUS ANSWER. ONE OF THE THINGS THAT WE LEARNED IS LIBRARIES ARE IN VIRTUALLY EVERY COMMUNITY ACROSS THE UNITED STATES. WE GOT HERE, THIS DATA COMES FROM IMLS AND WE KNOW THERE ARE 170.6 MILLION REGISTERED BORROWERS ACROSS ALL PUBLIC LIBRARIES IN THE UNITED STATES. AND 1.5 BILLION IN-PERSON VISITS EQUIVALENT TO FOUR MILLION VISITS EACH DAY. SO THESE ARE TELLING US, PEOPLE ARE COMING TO YOU AND THEY ARE ASKING QUESTIONS. WE HAVE FOUND PROGRAM ATTENDANCE HAS BEEN INCREASING. FROM FISCAL YEAR 2006 TO FISCAL YEAR 2013 THERE WAS AN INCREASE OF 28.6% IN THE ATTENDANCE AT PROGRAMS AT LIBRARIES. WITH A 96.5 MILLION ATTENDEES IN FISCAL YEAR 2013 ALONE. ANOTHER KEY COMPONENT FOR US HERE AT GOVERNMENT AGENCIES, YOU ARE AN IMPORTANT RESOURCE FOR PARENTS AND LOW TO MODERATE INCOME HOUSEHOLDS. LOW TO MODERATE INCOME HOUSEHOLDS TEND TO BE THOSE THAT ARE MOST STRUGGLING AND MOST VULNERABLE TO FINANCIAL FRAUD SO WE KNOW THAT THEY ARE COMING TO AND WE KNOW THERE'S A GREAT SOURCE TO REACH THEM. WE HAVE ALSO LEARNED FROM IMLS THAT IN ANY GIVEN YEAR, 25% OF ALL PUBLIC ACCESS USERS LOGGED ON AT THEIR PUBLIC LIBRARY FOR COMMERCIAL NEEDS OR TO MANAGE THEIR PERSONAL FINANCES SO THIS DATA HERE REALLY TELLS US AND SHOWS US THAT YOU ALL IN LIBRARIES ARE THE PLACES TO GO TO REACH CONSUMERS. SO WHEN WE LAUNCHED THIS PROGRAM IN THE SUMMER OF 2013, WE HAD SOME SPECIFIC PROJECT GOALS. ONE WE WANTED TO BUILD A COMMUNITY INFRASTRUCTURE IN COORDINATION WITH THE LIBRARIES AND NATIONAL PARTNERS TO REACH CONSUMERS IN THEIR NEIGHBORHOODS. AT THIS POINT, I WANT TO STRESS WE'RE DOING THIS IN COLLABORATION WITH THE LIBRARIES. WE HEARD FROM LIBRARIANS, DON'T COME IN AND TELL US WHAT TO DO. WE KNOW WHAT TO DO. WE JUST NEED SOME HELP IN ACCESSING THE RESOURCES SO THAT IS WHY WE'RE WORKING COLLABORATIVELY WITH ALL OF YOU. WE WISH TO TAKE ADVANTAGE OF EXISTING PROGRAMS AND RESOURCES ALREADY IN THE FIELD AND WE HAVE A GOOD BRAIN TRUST HERE AS WELL AS OTHER FEDERAL AGENCIES THAT CAN HELP GUIDE YOU TO SOME OF THE KEY RESOURCES THAT ARE AVAILABLE OUT THERE. AND MANY OF THEM ARE IN YOUR OWN COMMUNITY. WE WISH TO EXPAND EXISTING FINANCIAL EDUCATION EFFORTS THAT ARE ALREADY OCCURRING IN COMMUNITIES. MANY OF YOU MAY BE FAMILIAR WITH MONEY SMART WEEK. VERY POPULAR PROGRAM STARTED BY THE CHICAGO BRANCH OF THE FEDERAL RESERVE. AND THIS IS A GREAT EFFORT THAT GOES ON ACROSS THE COUNTRY. MOST OFTEN IN APRIL BUT WE HAVE FOUND SOME COMMUNITIES THAT DO IT IN DIFFERENT TIMES OF THE YEAR. SO WE KNOW THAT THESE EFFORTS ARE GOING ON ACROSS THE COUNTRY. ANOTHER ONE SPONSORED BY THE NATIONAL CONFERENCE OF MAYORS AS WELL AS THE FOUNDATION FOR FINANCIAL PLANNING. THE FINANCIAL PLANNING ASSOCIATION AND THE C.F.P. BOARD, THE REGULATORY AGENCY OF FINANCIAL PLANNERS, THEY CONDUCT THIS THING CALLED FINANCIAL PLANNING DAYS THAT OCCURS IN OCTOBER. AND CURRENTLY EXISTS IN ABOUT 27 COMMUNITIES ACROSS THE COUNTRY. SO THERE'S A LOT OF EFFORTS GOING ON ACROSS THE COUNTRY. THOSE ARE JUST A COUPLE THAT ARE THE BIGGEST THAT WE KNOW OF. AND WE ALSO WISH TO ENCOURAGE AND AMPLIFY THE SHARING OF BEST PRACTICES SO AS OFTEN AS WE CAN, WE LIKE TO LET OTHER LIBRARIANS KNOW OF WHAT PROGRAMS LIBRARIANS ACROSS THE COUNTRY ARE WORKING ON. ALL THE WAY DOWN TO SMALL COMMUNITIES LIKE PELHAM, ALABAMA, AND GEORGETOWN COUNTY, SOUTH CAROLINA. THIS GROUP OF NINE LIBRARIES THAT WE WORKED WITH WERE A GROUP THAT KIND OF GAVE US GUIDANCE AND DIRECTIONS SO WE WANTED TO MAKE SURE THOSE PROGRAMS ARE FOCUSED ON LIBRARIES, WHAT THE NEEDS OF LIBRARIANS ARE AND SO ANY MODIFICATIONS THAT WE WOULD MAKE TO THIS PROGRAM WE WOULD RUN PAST THESE NINE INDIVIDUALS. WE WORKED WITH THEM FOR A COUPLE OF YEARS AND WE DIDN'T WANT TO TAX ALL THEIR TIME SO WE'RE WORKING WITH NINE NEW LIBRARIES ACROSS THE COUNTRY AND WE HAVE SOME FROM MCGALLAN, TEXAS TO GIVE US GUIDANCE ON SPANISH LANGUAGE SPEAKERS TO THE OREGON STATE LIBRARY THAT GIVES US A GREAT STATE PERSPECTIVE AND WE HAVE SUBURBAN COUNTIES IN ARLINGTON COUNTY, VIRGINIA, IN CLAYTON COUNTY, GEORGIA, AS WELL AS WE GOT SOME GOOD MID SIZED COMMUNITIES SUCH AS KANSAS CITY, MISSOURI, AND DETROIT, MICHIGAN. WE ALSO HAVE AN ACADEMIC LIBRARY IN BOISE STATE, IDAHO SO WE DID A CONSIDERED EFFORT TO REACH ACROSS THE COUNTRY. OH, ALSO ONE OTHER ONE WE'RE WORK WITH THIS TIME IS LOS ANGELES CITY. WANT TO MAKE SURE WE HAVE A GEOGRAPHIC DISTRIBUTION AND A GOOD REPRESENTATION OF LIBRARYS AND THEY'VE BEEN INCREDIBLY HELPFUL TO US. SO IN THIS MAP, YOU'LL SEE THAT AS OF YEAR END 2016, EACH CIRCLE ON THIS MAP SHOWS LOCATION WHERE WE HAVE LIBRARIES THAT ARE PART OF OUR DATA BASE. SO AGAIN WHEN WE STARTED THIS, WE WANTED TO PARTNER WITH LIBRARIES AND STRESS PARTNER WITH THEM. WE DID THIS CRAZY THING WHERE WE WENT OUT AND TALKED TO LIBRARIANS TO ASK WHAT IS IT THEY'D LIKE TO HAVE FROM US? WHAT WE LEARNED FROM THE LIBRARIES IS THE LIBRARIANS SAID THEY WANT CLEAR FINANCIAL INFORMATION AND RESOURCES. SOMETHING THAT'S EASY FOR THE CONSUMER TO UNDERSTAND AND PATRON TO UNDERSTAND. SOMETHING THAT'S EASY FOR THE LIBRARIAN TO LOCATE AND ANSWER ANY QUESTIONS THAT THE PATRON MAY HAVE AS FAR AS GUIDING THEM TO THE RESOURCES. THEY WANTED SOME OUTREACH MATERIALS. SO WE CREATED A LOT OF MARKETING MATERIALS THAT YOU CAN DOWNLOAD FOR FREE AND ORDER FOR FREE FROM THAT MAGICAL PLACE IN COLORADO THAT WE'VE KNOWN ALL OF OUR LIVES. WE'VE DEVELOPED A COMMUNITY PARTNERSHIP RESOURCE BOOK. I BELIEVE IT'S IN ONE OF THE LEARNINGS THAT JENNIFER HAD CREATED ON THE COMMUNITY PARTNERSHIP RESOURCE BOOK. SO I SAW ADVERTISED WEBINAR ABOUT MONEY SMART WEEK BACK IN OCTOBER AND I CAN VERY HIGHLY RECOMMEND THIS WEBINAR AS A GOOD WAY TO GET STARTED THINKING ABOUT THESE PROGRAMS IF YOU HAVEN'T HAD A LOT GOING ON IN YOUR LIBRARY IN THE PAST. I LOVE IN THE WEBINAR THEY FEATURED LIBRARIES WITH DIFFERENT SIZES, DIFFERENT MEANS AND DIFFERENT SIZE STAFF. AND GOT TO SHOWCASE A LOT OF DIFFERENT KINDS OF PROGRAMMING AND IT WAS DEFINITELY FROM THE SORT OF LIBRARIAN PERSPECTIVE OF HOW TO PARTICIPATE. SO OUR LIBRARY IS GOING TO BE PARTICIPATING IN MONEY SMART WEEK AT THE END OF APRIL FOR THE FIRST TIME THIS YEAR. AND THAT WAS SORT OF MY WAY OF JUMPING IN WITH SOME LEAD TIME TO START THINKING ABOUT PROGRAMMING AND WHERE WE WERE GOING TO GO. AND FROM THERE, THAT WAS A GOOD LAUNCH POINT TO START BRAINSTORMING TO FIGURE OUT WHAT I WANTED TO LEARN AND WHAT KIND OF CONNECTIONS I WANTED TO START MAKING. SO WHAT THAT MEANS IS A LOT OF RETIREES ON FIXED INCOMES WITH LIMITED TECHNICAL EXPERTISE AND I KNOW A LOT OF YOU ARE PROBABLY FACING SOMETHING SIMILAR. WE ARE A SUPER WELL USED LIBRARY. SO WE HAVE HUNDREDS OF PEOPLE COME TO THIS LIBRARY EVERY DAY AND THAT MEANS WE'RE SEEING LOTS OF PEOPLE AND DOING WHAT WE CAN TO SUPPORT THEIR NEEDS. SO THE WAY I'M GOING TO TALK ABOUT FINANCIAL LITERACY IS KIND OF BROAD AND IT'S ALSO KIND OF A HACK. BECAUSE I THINK LIKE A LOT OF YOU ESPECIALLY IF YOU'RE IN A RURAL LIBRARY, YOU ARE LOOKING FOR WAYS TO OFFER PROGRAMS BUT YOU DON'T NECESSARILY HAVE STAFF TIME AND DON'T NECESSARILY HAVE EXPERTISE AND YOU CAN WORK ON DEVELOPING THOSE BUT ONE THING I HAVE FOUND IS REALLY GREAT APPROACH OVER AND OVER AGAIN. IT'S FINDING PARTNERS WHO CAN DO THE PROGRAMMING WHO ARE EXPERTS AND WHO WILL BE COMING TO YOUR LIBRARY. AND YOU MAY THINK BECAUSE I'M IN A RURAL SYSTEM KIND OF IN THE MIDDLE OF NOWHERE NOBODY WANTS TO COME. BUT I HAVE FOUND THAT MORE AND MORE ORGANIZATIONS AND BUSINESSES HAVE OUTREACH TO RURAL AREAS AS A PIECE OF THEIR STRATEGIC PLAN AND SOMETHING THEY'RE WORKING ON DOING. SO WHEN I HEAR ABOUT AN ORGANIZATION ON THE NEWS THAT'S DOING TRAINING THAT SEEMS WORTHWHILE, I AM TOTALLY NOT SHY ABOUT GIVING THEM A CALL AND SAYING HEY, HAVE YOU CONSIDERED COMING OUT TO THE COAST.
