Auld Public Library Computer and Wireless Internet Policy

The Auld Public Library is committed to serving the information and lifelong learning needs of all its patrons. Computing resources greatly expand the availability of information beyond the traditional collections. The library

provides computers to its patrons for internet browsing, word processing,

and other productive activities.

The internet is an unregulated global information resource. The Auld Public
Library cannot guarantee the accuracy and/or authenticity of information
discovered through this resource.
The Auld Public Library complies with the United States Copyright Law,
and all other federal, state, and local laws relating to the use of the internet
and other electronic media.
There are certain policies and guidelines related to the use of our computers
and wireless access.
Rules and
~
~ Patrons must sign in, using both first & last name.
~ Computer sessions are limited to 30 minutes per day. Patrons may request
an extension if no one else is waiting.
~ Audio users must bring their own headphones.
~ No more than 1 person may use a computer at a time, except for adults with
children who may need their assistance.
~ Patrons are expected to be knowledgeable in basic computer operations.
Library staff do not offer individualized instruction.
~ Only parents and legal guardians have the right --and responsibility-- to
monitor and control their own minor children's access to the internet and
to information obtained from the internet.
~ Patrons entering personal information (credit card numbers, social security
numbers, etc.) do so at their own risk.
~ Inappropriate use of the internet (pornography, gambling, etc.) in a public
and open environment is prohibited and will result in the suspension or
revocation of internet use privileges.
~ Activities which disrupt the library, violate copyright or software license
agreements, or damage equipment are prohibited.
~ The Auld Public Library is not responsible for work or information lost
due to computer or system malfunction.
~ Downloading is permitted, but patrons must bring their own disk or thumb
drive.
~ Printing costs are 10 cents per black & white page, 50 cents per color page.

Wireless Access and Use

Unfiltered wireless internet access is available to all patrons. Any patron who
complies with the library's internet policy may use the wireless access service.
~You don't need a plug or phone jack, just turn on your laptop.
~ If you are using the library's laptop, you will need to register at the
circulation desk and logon as "patron".
~ The library's wireless network is unfiltered and does not provide
a secure connection. Information sent to and from your laptop may be
captured by anyone else with a wireless device and the appropriate
software.
~ Patrons use the library's wireless internet access at their own risk.
~ The library encourages patrons to use virus protection, a personal firewall,
and other measures on their laptop to protect personal information from
disclosure.
~ The library's wireless internet access does not include the ability to print
documents on library printers.
~ Library staff is not able to provide technical assistance and no guarantee
can be made that you will be able to make a wireless connection.
~ The Auld Public Library is not responsible for any loss of information or
damage that may occur, either directly or indirectly, to any personal
equipment or data, or for any damage or injury that arises from use of
the library's wireless internet access service.
~ The Auld Public Library reserves the right to terminate any wireless
network connection in accordance with federal, state, and local laws,
regulations and policies.

INF-05: Internet Safety Policy

Implemented: November 25, 2002

Justification

Current laws require the library to address Internet access and safety for use by minors. The North Platte Public Library intends to enforce these policies through a technology protection measure. Technology protection measures are not fool proof, but lessen the chances of accessing, intentionally or accidentally, material that is considered offensive or harmful to minors. Minors are allowed access to all Internet stations in the building. These safety policies that are in effect for minors will therefore apply to all users. This policy meets Internet Safety Policy requirements of section 1732 of the Children’s Internet Protection Act (CIPA) modifying Section 254(I) of the Communications Act of 1934 (47 USC 254). This policy should be reviewed annually for amendments.

Policy:

It is the responsibility of the North Platte Public Library to help guide children and adults in the use and access of information. The Internet and World Wide Web allow access to all forms of information including those that are considered inappropriate for minors by community standards. Information about online and Internet safety for children, parents and care givers is available through the North Platte Public Library.

The North Platte Public Library seeks to increase the safety and security of minors and all citizens when using electronic mail and other forms of direct electronic communications. All minors under the age of 18 must have a parental signature on file allowing access to the Internet in the Technology Learning Center (TLC). All children under the age of 13 are required to have a parent, guardian or care giver (18 or older) present while the child accesses the Internet in the TLC. Chat rooms, Instant Messaging Services, Internet-based games and online gambling, do not support the mission statement of the library and consume valuable bandwidth; and therefore are restricted for all users.

Unauthorized access, including hacking, and other unlawful activities are considered crimes. The use of the library’s computers to commit or aid in a crime or to access unlawful content and sites may be pursued to the fullest extent of the law. The North Platte Public Library will cooperate with local, state and federal authorities in the prosecution of crimes committed against, through, or upon library equipment and resources. Installation of unlicensed software on library equipment is prohibited by copyright law.

All users are responsible for their own information. The library encourages users to remember that it is possible for information provided in an electronic format to be used, disseminated, and disclosed without authorization. Minors should never provide any personally identifiable information, including real name, address, phone numbers, parent or school information, pictures, and other “clues” about who they are, over the Internet or in an online forum.

The North Platte Public Library has implemented a technology protection measure (Internet filter) in addition to the parental signatures and parental presence rules outlined in this policy. The filter will help prevent accidental or intentional access in the various areas of the library as outlined in the attached “N2H2 Filtering Categories Chart”, which may be periodically updated to effectively carry out this policy. All computer users are required to acknowledge and be subjected to various levels of Internet filtering.

North Platte Public Library staff may, at a users request and justification, override the Internet filter on TLC stations only and allow full access to a site for up to 15 minutes. This will allow viewing of all sites that are being blocked, if the user requests access to the site for educational or informational purposes. Library staff may alternatively access the site from the TLC staff station and allow the user to get information from the site at that station.

Procedures

All minors under the age of 18 who wish to use the Internet in the TLC MUST have a parental/guardian consent form and signature on file at the library.

All children under the age of 13 MUST have a parent, guardian, or care giver (over 18) present with them when accessing the Internet in the TLC.

You must sign in and out before and after using a public computer station in the library.

A valid North Platte Public Library card is required to access the Internet. Guests and travelers passing through our community must leave ID with TLC staff and checkout a guest library card to access a computer including the Internet. Internet Only cards are available in the TLC for guests who will be visiting our community up to 2 months. Temporary library cards may be issued from the circulation desk for a fee of $5.00 and are good for 3 months or until permanent residency is established, whichever comes first.

If you need to leave your computer, but are not finished with your session, you will notify TLC staff or your computer may be given to the next person waiting.

Time Limits

Your daily time limit on a TLC computer is two 60 minute sessions (2 hours total). You may use a computer as many times as you wish through out the day, but your session limit at any one time is 60 minutes. A 30 minute break is required before you can sign in for your next session if stations are in high demand.

Your daily time limit on Young Adult and Children’s computers is 60 minutes. If you are over 18, you will not be allowed onto these computers.

If you are doing research, your daily computer time may be extended by library staff upon request pending station availability.

Electronic Communication

In accordance with the library’s Internet Safety Policy, the following activities are restricted in the TLC and are not allowed elsewhere in the building:
- Unmoderated Chatting (Moderated chatting is allowed in the TLC and at Young Adult computers only)
- Online Gambling
- Online Gaming (except in the Children’s room for “Kids Only Sites”)
- Sex & Pornography sites
Other filtering restrictions apply to Young Adult, Children’s, and other public access computers in the building. Please ask for a “Filtering Categories Brochure” for more information.

The library does not provide e-mail accounts. E-Mail accounts may be obtained through various public providers on the Internet for free or fee.

Equipment

Printing is allowed. Fees for printing vary, please review posted service and fee rates. Printing charges apply for patron supplied materials and all materials must be labeled for “Laser Printers”, except transparencies, which can only be purchased from the library.

Downloading is allowed to floppy disk, zip disk (TLC only), and to a public network share also known as “public docs”. Anything that is stored in public docs may be viewed by any user and may be altered or deleted without your consent.

Installation of software on library equipment is prohibited by copyright law and may be grounds for privilege suspension.

Do not restart stations without consulting library staff. You are responsible for any damages caused by tampering or harming any library equipment.

If you experience equipment problems you will notify library staff immediately.

Unauthorized access, including hacking, is considered a crime. The library will cooperate with local, state, and federal authorities in the prosecution of crimes committed against, through, or upon library equipment and resources.

Respect the rights of all computer users and general library patrons
by leaving quietly and promptly when your session has ended.

INF-07: Parental / Guardian Consent for Internet Access by Minor

Implemented: November 25, 2002

The North Platte Public Library maintains a separate Internet Safety Policy protecting minors using Internet stations in the Technology Learning Center (TLC) and other areas of the library. You may request a copy of this policy from TLC staff at any time.

Children’s Computers are available for use by children under the age of 13 in the children’s room.

Young Adult Computers are/will soon be available for use by minors who are 13 years of age and under 18 years of age.

The library implements N2H2 filtering technologies on all public library computers. This technology is in place to help prevent accidental or intentional viewing of Internet material that has visual depictions that are obscene, pornographic or harmful to minors.

In accordance with the library’s Internet Safety Policy, the following activities are restricted in the TLC and are not allowed elsewhere in the building:
- Unmoderated Chatting (Moderated chatting is allowed in the TLC and at Young Adult computers only)

All children under the age of 13 MUST have a parent, guardian, or care giver (over the age of 18) present when the minor uses the Internet in the TLC.

All minor’s under 18 years of age MUST have a parental consent form on file to use the Internet in the TLC.

INF-08: Remote Access Services

North Platte Public Library offers remote access to various subscription databases through a product called Remote Patron Authentication (RPA) and the library’s inventory catalog through the Horizon Information Portal (HIP). Users of remote access services require their current library barcode and PIN to login to both systems.

Both systems are accessible from the library’s webpage at http://www.ci.north-platte.ne.us/library.

The RPA service is available directly through http://rpa.ci.north-platte.ne.us.

The HIP service is available directly through http://catalog.ci.north-platte.ne.us.

The library offers to the public an email address of library@ci.north-platte.ne.us for general library business.

INF-09: Wireless Network Access

North Platte Public Library has an Internet Safety Policy (INF-05) in place. The Internet Safety Policy is in effect for Wireless Access. In addition, the following Wireless Access Acceptable Use Policy is established.

Network Security: The wireless network is not an open network but is configured for access to the Internet and provides access to information. In order to use the network, you must agree to the Terms of Use each time you log on to the wireless network. There is a potential for any information and signals within the wireless network to be intercepted. Use of the wireless network is at the risk of the user. The North Platte Public Library shall not be liable for any security breaches a user may experience while using the wireless network.

Network Availability: The wireless network is available during Library Service Hours (see FAC-02). There is a potential for the wireless signal to breach the building. There are no restraints on 24 hour use if the signal bleeds through the walls. However, vagrancy and loitering outside the building are discouraged.

Limitations on Use: The North Platte Public Library will continue to monitor usage of the network’s bandwidth. Abuse of bandwidth may require the North Platte Public Library to impose a bandwidth restrictions and/or additional filtering restrictions.

Personal Equipment Security: The North Platte Public Library is a public building. Keep track of your equipment and belongings. The North Platte Public Library is not responsible for lost, stolen or missing property. Please contact the Circulation Desk and/or the TLC Staff Desk if you suspect your property has been stolen.

Filtering: The wireless network is filtered. Sites that have been categorized as: Extreme, Gambling, Gruesome, Hate/Discrimination, Illegal Software, Incidental Nudity, Nudity, Pornography, Profanity, and Violence will be blocked from access. If you have to access one of these categories, you will need to use the Technology Learning Center (TLC). Staff will not override filtering on personal equipment.

Support: Library Staff are not trained to help you use your equipment. You may ask TLC staff for assistance in accessing the network, but support should not be expected. In general, your network settings must allow DHCP and you will need to accept the Terms of Use on the portal page. The North Platte Public Library provides a single laptop for one hour use with wireless capabilities. Please inquire about laptop availability at the TLC. The Library’s laptop is preconfigured for use on the Wireless Network.

Printing: There is no printing support to Library printers from the wireless network.

Limitations & Disclaimers: The Library’s wireless network is not secure. Information sent from or to your laptop can be captured by anyone else with a wireless device and the appropriate software. Library staff is not able to provide technical assistance for personal equipment and no guarantee can be provided that you will be able to make a wireless connection. The Library assumes no responsibility for the safety of equipment or for laptop configurations, security, or data files resulting from connection the Library’s network. Printing capability is not available on the NPPL wireless network.

You will need a notebook/laptop computer or other wireless device with 802.11b or 802.11g wireless networking. If you are not sure if your notebook/laptop computer or other device has this functionality, please check with your manufacturer or supplier of your equipment.

We have tried to make wireless access as available as possible in our library, but you may encounter some “dead” spots. If you have trouble accessing the internet or staying online, please move to a different location within the library.

Wireless internet offered at Clay Center Public Library is unfiltered. By choosing to use this free service, you agree to abide by the Library’s internet use policy.

Our wireless internet is not secure. Information sent to and from your notebook/ laptop computer or other wireless device may be captured by anyone else with a wireless device and the appropriate software.

Terms and Conditions of use:

charged battery.
The library assumes no responsibility for the safety of your equipment
Library staff will not provide technical assistance
By choosing to use this free wireless service you agree to abide by the Libraries
Internet Policy that prohibits abusive or illegal activity while using the library’s

While using this wireless access, users should not violate federal, State of Nebraska or local laws, including:

• The transmission or receiving of child pornography or harmful material. Access to or display of obscene language and sexually explicit graphics is not permitted.

Important change necessary to your WiFi equipment

It has come to my attention that there is a glaring error in my instructions regarding updating your computer. Basically, I left out a very important step that will actually prevent any changes you make to the public account from being kept past a reboot. After reviewing my instructions and how most of the laptops & Q1s have been setup I’ve decided on the best way to solve this problem. Please perform the following steps at your earliest convenience:

1. Log in to the staff account
2. Run Steady State
3. To the left of the Steady State window check to see if the Public profile is listed as “Locked” or “Unlocked”. If it says “Unlocked” you need not proceed further.
4. If the Public profile is locked, click on the area that says “Locked” to get to the next screen.
5. Uncheck the box labeled “Lock profile to prevent the user from making permanent changes”. (It is OK to do this since it’s pretty much the same thing as Hard Disk Protection.)
6. Click OK. The main window should now report that the Public profile is “Unlocked”.
7. Exit Steady State
8. Shutdown/reboot the computer as needed.

Once you have done this, the “updating your computer” instructions will again be correct.

Broadwater Public Library WiFi Policies

1. Mobile computer: Broadwater Pubic Library mobile computer is prohibited to leave the Library.

2. Patron’s requirements: A Broadwater Public Library card and Photo identification is required at the discretion of the Librarians.

3. Time allowance: 30 minutes is allowed on the computers unless approved by Librarians.

4. Shutdown and rebooting: Only staff can shutdown or reboot the computer immediately after it is returned. This will remove any changes made by, or files left by, the patron.

5. Responsibility: It’s the patron’s responsibility for what ever happens to the mobile computer when it is in their care.

6. Security issues: an open WiFi connection can be intercepted by others with the right equipment and software use at your discursion the Library holds no responsibility for hacking.

7. Limited staff assistance: Our staff has a limited knowledge; you should expect a limited assistance.

Greeley Public Library Wireless Use Policy

The Greeley Public Library provides free twenty-four (24) hour wireless internet access to our patrons for use with laptops or other wireless enabled mobile devices for web and email access.

Greeley Public library has one laptop with wireless capability available for in-house patron use. Patrons’ wishing to use this laptop will need to leave their Driver’s license with staff while using this equipment.

Any use of the Library’s network (wired or wireless) must be in accordance with the Library’s Computer and Internet Use Policy. Any activities deemed illegal, apply to patrons whether using their own computer or a library owned computer.

Library staff will provide minimal assistance in using this computer. The staff will help set up the computer and verify the internet connection.

Be advised that you use the Library’s wireless network at your own risk. The wireless network is not secure, as it is not encrypted using WEP, WPA, etc. Unless you take additional precautions, any information you send to or from your laptop, PDA, etc. could potentially be intercepted by a third party who might be within range and using the appropriate hardware/software.

The Library will not be responsible for any information (i.e. credit card) that is compromised, or for any damage caused to your hardware or software due to power surges, security issues, hacking, or viruses. Anti-virus and security protection are the responsibility of the patron. All wireless access users should have up-to-date virus protection on their laptops or other wireless devices.

Although attempts have been to make wireless access as available as possible in our library, you may encounter some ”dead” spots, where wireless reception may be limited. If you have trouble accessing the Internet or staying online please move to a different location within the library.

La Biblioteca Pública de Schuyler provee acceso al Internet inalambrico durante 24 horas al día a usuarios con computadora portatil o cualquier otro aparato electrónico con capacidad para usar este servicio.

La Biblioteca de Schuyler tiene una computadora portable con capacidad de usar el sistema inalambrico y esta disponible para ser usada dentro de la biblioteca. Usuarios que deseen utilizar esta computadora necesitan dejar la licencia de conducir con el personal de la biblioteca mientras usa este equipo.

Cualquier uso de la red (alambrica o inalambrica) de la Biblioteca debe ser governado por las Reglas para el uso de Computadoras y el Internet de la Biblioteca Públic a de Schuyler. Cualquier actividad que se considere ilegal, será responsabilidad del usuario, sea que este use su propia computadora o computadora de la biblioteca.

Trenton Public Library will provide free WiFi connections to the citizens of our community. Patrons are more than welcome to bring their own laptops to the library to use, or may use the library's Dell laptop (depending on its availability) if they do not have one available. Usage of the library's laptop will be restricted to adults or children 14 and older whose guardians are present to supervise the usage.

Trenton Public Library cannot guarantee a secure connection at all times and in all places in the library, as many things can interfere with the wireless, including building elements, cordless phones, etc. The library takes no responsibility for lost data, etc. due to a bad connection.

Wireless networks are transmitted over radio waves, and are therefore susceptible to potential "eavesdropping". Patrons should be aware of what they are transmitting. Patrons are responsible for maintaining their own up-to-date antivirus software, firewalls, etc.

As the library's internet access is filtered, so is the wireless access to the internet.

Patrons must assume responsibility for their own equipment.

All existing library policies also apply to WiFi usage.

Staff will offer no technical support for WiFi usage and dealing with patrons' personal computer equipment.

No printing available from the wireless. You can save your work to your USB drive and print from our wired stations.

Web-based email only is allowed for wireless usage.

All computers and electronic equipment owned by Trenton Public Library is for use within the library only. No equipment owned by the library may be checked out by patrons.

Genoa Public Library Wireless Internet Policy

With the assistance of the Bill & Melinda Gates Foundation and the Nebraska Library Commission, wireless internet use has become available at the library. As in the use of broadband internet, we require users to act responsibly pertaining to the material they access.

Responsibilities:

The Genoa Public Library only offers free & unfiltered internet access. It is the responsibility of the parents to monitor their children’s internet activities.

By choosing to use this free service, you agree to abide by the Genoa Public Library Internet Policy. Failure to follow policy and procedures will result in the loss of wireless privileges as used in the library.

The library is not responsible for the accuracy or timeliness of any materials accessed by a patron. Nor is it responsible for any damage that may be done to the owner’s equipment due to software downloaded, viruses, Trojans, or any other cause.

As in the use of broadband access, patrons are not allowed to use the internet for the following:

1. Accessing materials or activities considered illegal by Federal, State or local government.

2. To display sexually explicit materials, or to e-mail such materials.

3. To send fraudulent, harassing, or obscene e-mails.

4. To assume the identity of another person.

Equipment & Connectivity:

The library has available one laptop, available to patrons with the time limit requirements already in effect. Patrons are welcome to use their own machines in the library following the same rules and responsibilities of library owned equipment usage.

"Free wireless Internet access is avaliable at John Rogers Memorial Library. You don't need a plug or phone jack, just turn on you notebook/laptop or other wireless device and start surfing."
You will need a notebook/laptop or other wireless device with 802.11b or 802.11g wireless networking. If you are not sure if you notebook/laptop has this functionallity, please check with the manufacturer or supplier of your equipment. If your notebook/laptop computer does not include wireless networking, you may be able to purchase a variety of external notebook/laptop pc cards and USB devices. The manufacturer or supplier of you equipment, or local technology merchants can help you find the right product for you notebook/laptop or other device.
Limitations and Disclaimers
We have tried to make wireless access as avaliable as possible in our library, but you may encounter some dead spots in the library where wireless reception may be limited. If you have trouble accessing the internet or staying online please move to a different location within the library.
The wireless internet access we offer is unfiltered. By choosing to use this free service, you agree to abide by the library's Internet Access and Computer Responsibility Policy. Library computers are available for use by all library customers for educational, research and information purposes. Customers are encouraged to :
Conduct Research
Complete homework assignments
Develop and practice computer skills
Improve literacy skills
Learn new languages

The Hemingford Public Library does not monitor and has no control over the information accessed through the internet and cannot be held responsible for its control.
All internet resources accessible through the library are provided equally to ALL library users. Parents or guardians, not the library staff, are responsible for the internet information selected and or accessed by their children. Parents may restrict their children from accessing the internet resources accessible through the library. Parents are advised to supervise their children’s internet sessions.

Computer Access and WIFI Access Policy

Patron (or parent/guardian if patron is under 18 years of age) must read and sign computer use policy.
Patron must have library card to access computer.

Anyway. Here's the WiFi policy. It falls as number 10 on our Computer Usage Policy. I'm just going to post the WiFi policy unless you guys really want the rest.

The Webermeier Library provides free wireless Internet access. Individual users are responsible for maintaining security for their own computers when accessing the Internet. The library can not control what content is accessible on the Internet and each user should evaluate content on a case by case basis. Users will not hack or otherwise compromise the security and privacy of the library or other computer users. Users will not utilize the library's Internet for the purposes of fraud or any other illegal activities. Use of the Webermeier Memorial Library's wireless Internet access implies the recognition and acceptance of these rules.

I took a look and I have three comments/suggestions. Please keep in mind that these are my opinion and you are not required to make any changes to your existing policy base on what I have to say.

1. The big long list of "you may nots..."
Most of this stuff could be easily summarized as "you may not do anything illegal using this equipment." I tend to find overly long lists of "no, no, no" to lead people to be more afraid of doing something wrong than to actually want to use the equipment.

2. "You may not use your own disks"
This policy is generally considered outdated. As long as you're running up-to-date anti-virus software on your computer you're as protected as you can get. Since I'm assuming that viruses transmitted via floppy are the concern, to be honest, these days you're more likely to get infected by someone opening an e-mail attachment (which you do allow I again assume) than by putting in a floppy. Also, floppies are generally no longer big enough to store many files. As the policy is written floppies are not allowed but flash drives are and they're going to be more and more common every day.

3. "You may not use your own software programs."
This one is a newer issue. There is a class of software known as "portable applications" which run off flash drives and don't do anything permanent to the computer they're running on. For example, I can sit down at any computer, plug in my flash drive, and run my copy of Firefox with my bookmarks. Handy for me. Does nothing to your computer. (In fact, I can plug in my flash drive and run a version of Linux on your computer but most users won't do something that significant.) Again, as long as your anti-virus software is up-to-date, you're pretty much safe. Maybe you could rephrase it as "you will not install any software on library computers."

Wireless Internet Policy

The Eastern Township Library now allows for personal computer equipment to access the internet via a wireless network throughout the entire building. When you use the Library’s Internet service you are accepting the Library’s internet Use Policy.

1. The Library’s wireless connection is unencrypted and unfiltered. Use of the wireless connection is done at the patron’s own risk. By using this connection, patrons acknowledge that security errors and hacking are an inherent risk associated with any wireless service. For that reason, patrons expressly agree that they knowingly assume such risk, and further agree to hold the Library harmless from any claim or loss arising out of, or related to, any such instance of hacking or other unauthorized use or access into the patron’s computer.

2. The Library accepts no responsibility for any software downloaded and/or installed, email opened, or sites accessed while patrons are on the wireless internet connection. Any damage done to the patron’s equipment or self from viruses, identity theft, spyware, plug-ins, or other Internet-borne programs is the sole responsibility of the patron; and the patron indemnifies and holds harmless the Library from any such damage.

3. The Library accepts no responsibility regarding the ability of patron owned equipment to connect to the wireless network. Library staff will not change settings on patron equipment.

The Talmage Public Library uses the same policy on the Dell Laptop as our Gates computers. If know one is waiting to use a computer your time is unlimited. If someone needs to use a computer and all are in use, then the first person who signed in must give up the computer if there 30 minutes have expired. We have had know problems with this policy and it has made our patrons very well experienced in sharing the computers.Vicki Densberger Talmage Public Library
