Hotspot?

I was looking over things and I was curious if anyone had suggestions for how to make the Libraries Wi-FI into a hot spot. Specifically a means of managing bandwidth and having a "cover page" when they first load the internet. (Like they have at StarBucks" and such but instead of "give us money" just have a liability waiver.)
