The Federal Citizen Information Center is focused on answering citizens’ questions about the Federal government and everyday consumer issues. Users can select from a wide range of consumer topics and obtain more information by ordering online or by phone; a majority of items are offered free in .pdf format, with many available in Spanish.

Consumer Action Handbook

Maintained by the Federal Citizen Information Center, this handbook is a wealth of information on consumer topics, particularly as they concern complaints (where and how to file them).   The site is a great place to locate associations, consumer agencies, and some manufacturers, and for learning how to obtain legal help if necessary.
